The Outer Circular Highway from Kaduwela to Kadawatha was declared open yesterday (17th) at about 3.00pm with the participation of Minister Lakshman Kiriella.
Yet there had been a commotion on the spot due to two women who had tried to open it before the Minister did. It is reported that the two women had cheered loudly for Mahinda Rajapakse holding two posters with the image of Mahinda.
Later the police had intervened and removed the two from the place. It is reported that the foreign community too were disturbed when the new road was going to be opened by two ordinary women before it was duly opened by the guests.
However Project Director T S H Abeywickrama stated that the opening of the highway was delayed due to the General Election.
This section of the road runs for 8.9km and is built into 4 lanes. According to the secretary of the Ministry of University Education and Highways D C Dasanayake, around Rs45 billions was spent on its construction.
Parallel to the highway, two bridges across the Kelani River are being constructed and they are supposed to reduce the traffic around Kaduwela and the Kelani bridge.
It is now made possible for vehicles traveling towards Biyagama on the Low-level road from Colombo to Hanwella to pass along the bridge toll-free.
The bridge can also be used to pass onto the Low-level road when traveling from Biyagama – Kelaniya towards Kaduwela, Hanwella and Colombo.
The Colombo Outer Circular Highway will be constructed under three phases.
Constructions from Kottawa to Kaduwela were executed in the first phase.
The second phase is concerned with the section from Kaduwela to Kadawatha.
The third phase involves the construction of the highway from Kadawatha to Kerawalapitiya.
Its construction has already begun and it is supposed to connect the Southern and the Katunayake Expressways.
