This was tabled in the House by Parliament Reforms and Mass Media Minister Gayantha Karunatillake.
The Bill provides provisions for the formulation and registration of the Kathikawatha in relation to Nikaya or chapters of the Theravadi Bhikkus in Sri Lanka.
Each Chapter and Nikhaya in Sri Lanka may compose and adopt their own Kathikawatha.
The provisions in the Bill restricts Bikku community from being engaged in necromancy and spell working. It also restricts Monks from being employed in government or private sector jobs other than teaching, social services and religious duties.
The Bill extinguishes the chances of Buddhist clergy to drive a vehicle, obtain a driver’s license and engage in trade and business.
Moreover, the Bill provides provisions to impose punishments on monks who violate the kathikawatha, including a temporary expel from the residing temple and/or studentship from the Nikhaya, once it is registered.
The Kathikawatha has to be registered in accordance with the legislation.
